I rent a duplex, we split the water and gas in half, They installed a washer /dryer. Should I pay less now?

The washer/dryer is in a common laundry room area. I offered to pay half for the appliances so that we could both use it. But they are uncooperative. The landlord said the washer /dryer responsibilities are not his problem. I want to know if this is legal.I rent a duplex, we split the water and gas in half, They installed a washer /dryer. Call the utility company and ask for the average usage of a washer and dryer. Using this information, calculate the difference in the utilies and determine an approximate deduction. Provide copies of your findings to the neighbor and the landlord along with your reduced payment and a deduction explanation letter. Be very detailed and point out that you only want to do what is fair. Make another offer to compensate the neighbor for 1/2 cost of the machines in exchange for 1/2 ownership and 1/2 maintenance responsability. Put it in writing to bvoth the landlord and the neighbor and save your copy. You don't say whether water and gas are landlord's terms or a private contract btwn tenants. Either way, contact water and gas providers, the authorities here, for an estimate on the added cost of washer/dryer in a household of neighbors' size. Get it in writing, give a copy to all relevant parties along with a note explaining your deduction then make the deduction. At law, he who asserts must prove. If others oppose the deduction, make them prove - not you.
Is it right on your part to pay more, no.


But, how much should they pay is the question.
